What documents do I need for a council bathroom inspection?

For a council or private certifier bathroom inspection, the primary compliance document is the certificate of compliance from the licensed electrician — the form varies by state (CES in Victoria, CCEW in Queensland, COC in NSW). The mirror itself does not typically require a separate council approval. However, the certifier may request the RCM compliance certificate and IP44 test report for the mirror to verify the product meets the standards referenced in the electrician’s certificate. VUELUXE can provide both documents for trade account holders on request.

What the certifier is checking

A building certifier inspecting a bathroom fit-out is checking that the work complies with the NCC (National Construction Code) and relevant state legislation. For electrical items including LED mirrors, the certifier’s checklist typically includes: confirmation that electrical work was performed by a licensed contractor (evidenced by the compliance certificate), confirmation that electrical fittings in the bathroom meet the IP rating requirements for their zone position, and confirmation that RCD protection is in place on bathroom circuits.

The electrician’s compliance certificate is the primary document covering points one and three. It also implicitly covers point two — a licensed electrician who signs a compliance certificate is certifying that the installed products meet the zone requirements. However, for commercial projects and multi-residential developments, certifiers are increasingly requesting physical product compliance documentation rather than relying on the electrician’s certificate alone.

Documents available from VUELUXE for inspections

RCM certificate: confirms the mirror has been tested to AS/NZS 60598 (luminaire safety) and AS/NZS 61347 (driver safety) and is registered on the ERAC database. This is the product-level compliance certificate. Available to trade account holders on request for all current VUELUXE models.

IP44 test report: the laboratory test report confirming the mirror was tested to IEC 60529 / AS/NZS 60529 at IP44 and passed. This is the document a certifier who questions the IP44 claim will request. It references the accredited laboratory that conducted the test, the test date, the model number tested, and the specific test conditions and results. Available on request for all current VUELUXE models.

ERAC registration number: the supplier registration number on the ERAC (Electrical Regulatory Authorities Council) public database, confirming the RCM certification is genuine and current. Available on request.

AS/NZS 60598 test report reference: for projects where the certifier requests the full luminaire safety test report reference — not just the RCM certificate — VUELUXE can provide the test report reference number and the laboratory name. Available on request.

Residential versus commercial and multi-residential

For standard residential projects (Class 1 buildings), the certifier’s inspection of bathroom electrical work is typically satisfied by the electrician’s compliance certificate plus a visual check of the installed product. The certifier is unlikely to request the IP44 test report unless something raises a concern — an unusual product, a visible lack of compliance marking, or a complaint from the owner.

For Class 2 multi-residential, commercial (Class 5–9), and aged care (Class 9c), the documentation requirements are more rigorous. A project certifier for a 50-unit apartment development will typically request a product compliance schedule that includes the RCM certificate and IP rating documentation for every electrical fixture in bathrooms. Preparing this documentation in advance — at the time of specification — avoids delays at the inspection stage.

VUELUXE can provide a project compliance documentation package for multi-residential and commercial projects. The package includes all documents listed above, formatted for inclusion in the project documentation set. Request the package when specifying the mirrors, not when the certifier asks for it.

Preparing the documentation set

For a standard bathroom inspection documentation set covering LED mirrors, prepare the following before the inspection: the electrician’s compliance certificate (from your electrician), the VUELUXE RCM certificate (from the VUELUXE trade portal), and the VUELUXE IP44 test report (from the VUELUXE trade portal). For commercial projects, add the ERAC registration number and the AS/NZS 60598 test report reference.

Organise the documents by room (or by mirror model if the project uses multiple models) and reference the product name and model number in the document header. A certifier who can match a document to a specific installed product quickly will complete the inspection faster. A disorganised document set creates delays and may prompt additional scrutiny.
